His Excellency Abdulla bin Touq Al Marri

H.E. Abdulla Bin Touq Al Marri was appointed Minister of Economy of the United Arab
Emirates (UAE) and member of the UAE Cabinet in July 2020.
He is the Chairman of the General Civil Aviation Authority (GCAA), Etihad Credit Insurance
(ECI), the UAE International Investors Council, the CSR UAE Fund’s Board of Trustees, and the Head of the Circular
Economy Policy Committee within the UAE Circular Economy Council. He also chairs several government
committees including the Supreme Committee for Consumer Protection, the National Civil Aviation Security and
Facilitation Committee, the Economic Integration Committee, and the Emirates Tourism Council.
Prior to his appointment, Al Marri held various senior government positions. He was the Secretary General of the
UAE Cabinet since 2017, during which he was instrumental in strengthening the interdependence between the
federal and local governments. In this role, he also spearheaded many initiatives aimed at measuring public opinion
and acceptability of public policies, and he developed critical partnerships with international organizations such as
the World Economic Forum.
Minister Al Marri formerly served as the Chairman of the Securities and Commodities Authority and the Director
General of the Executive Office of H.H. Sheikh Mohammed bin Rashid Al Maktoum. He was part of the leading
team behind the launch of “Area 2071,” the nucleus of the future envisioned in the UAE Centennial Plan 2071. He
also took part in the unveiling of the Hatta Economic Zone development project and the relaunching of the
Mohammed Bin Rashid Center for Leadership Development.
In addition, as former CEO of the Dubai Future Foundation, Al Marri played a vital role in the successful launch of
Dubai 10X, the Emirate’s bid to become the city of the future, and other initiatives at the local and national levels.
Minister Al Marri is a member of the Boards of Directors of various federal entities. In these roles, he actively
supports the development of priority sectors in the country such as the Golden Visa initiative, which seeks to
attract talented individuals from across the world.
Minister Al Marri holds a bachelor’s degree in civil engineering from the University of Sheffield in the United
Kingdom. Moreover, he is a graduate of the UAE Government Leaders Programme and Mohammed Bin Rashid
Center for Leadership Development.

H.E Dr. Thani Ahmed AlZeyoudi

Minister of State for Foreign Trade,
Minister in Charge of Talent Attraction and Retention Chairman of the Emirates Drug Establishment
His Excellency Dr. Thani bin Ahmed Al Zeyoudi is UAE Minister of State for Foreign Trade, a position he has held since July 2020. He is responsible for overseeing the development of non-oil foreign trade, the expansion of global trade partnerships and increasing UAE exports.

As part of his role, H.E. Al Zeyoudi leads the nation’s efforts to secure Comprehensive Economic Partnerships Agreements (CEPAs) with strategic allies around the world, which supports the UAE’s aim to boost exports by at least 50 percent by 2030. In May 2022, the first of these CEPAs, and the first ever bilateral deal signed by the UAE, was concluded with long-standing trade and investment partner India.

H.E. Al Zeyoudi’s experience of global trade negotiations was recognized with his appointment as Chair of the 13th Ministerial Conference of the World Trade Organization (MC13) held in Abu Dhabi in February 2024, where he was instrumental in ensuring the successful delivery of the Abu Dhabi Declaration, a package of agreements that helped to advance open, rules-based trade. H.E. Al Zeyoudi also leads the efforts to enhance the UAE’s investment climate and strengthen its position as a prime destination for business and investments at both regional and global levels. This includes his portfolio as Minister in Charge of Talent Attraction and Retention, in which he ensures the best global talents have the pathways, incentives and opportunities to contribute to the UAE’s long-term economic objectives. In October 2023, His Excellency was appointed as Chairman of Board of The Emirates Drug Establishment, a newly established federal agency responsible for regulating the UAE’s pharmaceutical and medical industries, promoting research and development in this sector, and ensuring the quality, safety, and availability of medical products in the UAE.

His Excellency also serves as Vice Chairman of the Industry Development Council and Chairman of the Council’s Executive Committee, as well as Deputy Chairman of Etihad Credit Insurance’s Board of Directors. He is also a member of the Supreme Committee for the 28th Conference of the Parties (COP28), the decision-making body of the United Nations Framework Convention on Climate Change.

Prior to his appointment as the Minister of State for Foreign Trade, he served as Minister of Climate Change and Environment and supervised the implementation of the country’s strategies on climate action, agricultural development, animal husbandry and fisheries, in addition to combating desertification and preserving biodiversity.

H.E. Al Zeyoudi was named a World Economic Forum Young Global Leader in 2020 for his work in climate and environment and received the award for Excellence from the Cooperation Council for the Arab States of the Gulf in 2015 in recognition of his pioneering efforts in the field of renewable energy.

H.E. Al Zeyoudi holds a BASc in Petroleum Engineering from the University of Tulsa, an MBA from the New York Institute of Technology, an MA in Project Management from the British University in Dubai, and a PhD in Strategy, Program and Project Management from Skema Business School in France.

H.E Dr. Mohammed Al Zarooni

Executive Chairman, DIEZ
With over 25 years of experience leading and developing free economic zones, H.E. Dr. Mohammed Al Zarooni is considered one of the world's top free zone influencing leaders. In 2021, H.E. Dr. Al Zarooni was appointed as Executive Chairman of Dubai Integrated Economic Zones Authority (DIEZ), holding three of Dubai's pioneering Free Zones, Dubai Airport Freezone, Dubai Silicon Oasis, and Dubai CommerCity.

In 2000, H.E. Dr. Al Zarooni was appointed as Director-General of the Dubai Airport Freezone Authority (DAFZA), which, through his visionary leadership, quickly grew to become one of the top-performing free zones in the world.

In 2002, the Dubai Government appointed him as Vice Chairman and CEO of the Dubai Silicon Oasis Authority (DSOA), one of the region's most advanced and successful technology hubs. He continues to lead Dubai Airport Freezone and Dubai Silicon Oasis concurrently.

In 2014, H.E. Dr. Al Zarooni was instrumental in conceptualizing and establishing the non-profit World Free Zones Organization. He is presently the chairman of this multilateral organization which acts as an association for all free zones in the world. He is also the Secretary-General of the Dubai Free Zone Council.

A prominent personality in Dubai's economy, H.E. Dr. Al Zarooni is a member of the Dubai Economic Council. He also sits on several major institutions' boards, including Dubai Aerospace Enterprise, Emirati Human Resources Development Council, and RIT Dubai Board of Directors, in addition, he is the Chairman of Tradeling Board (a B2B ecommerce marketplace). H.E. Dr. Al Zarooni is an accomplished speaker on free zones and has been invited to address keynotes worldwide at numerous conferences and forums.

H.E. Dr. Mohammed Al Zarooni graduated with a Ph.D. Degree from the University of Durham in the U.K. His doctoral thesis was on "The Position of the Free Zones in Economic Development."

H.E Wamkele Mene

Secretary-general of African Continental Free Trade Area

H.E. Wamkele Mene was elected by the 33 rd Ordinary Session of the Assembly of Heads of States & Government of the African Union, to the position of Secretary - General of the African Continental Free Trade Area (AfCFTA) Secretariat.

Prior to being elected Secretary - General of the African Continental Free Trade Area (AfCFTA) Secretariat , he served as Chief Director: Africa Economic Relations , at the Department of Trade & Industry of South Africa. In this role, he was South Africa’s chief trade negotiator in the AfCFTA and Tripartite FTA negotiations. During his tenure as chief negotiator, South Africa ratified both the AfCFTA and Tripartite FTAs agreements .

Prior to assumin g this position, H.E. Wamkele Mene occupied the position of Director: International T rade Law & Investment Law at the Department of Trade & Industry, a role i n which he was principal legal counsel on international trade law and international investment law.

From 2010 until 2015 , H.E. Wamkele Mene represented South Africa at the World Tra de Organisation (WTO) in Geneva, Switzerland . He was elected to the position of Chairman of the WTO’s Committee on International Trade in Financial Services. Prior to joining the Department of Trade & Industry of South Africa , H.E. Wamkele Mene worked fo r Wall Street based law firms in the London and Hong Kong offices .

H.E. Wamkele Mene has written and lectured internationally on international trade law, international investment law and international business law. He holds a Bachelor of Arts ( Law ) degree from Rhodes University in South Africa, a Master of Arts in International Studies & Diplomacy (with specialization in International Economics ) from the School of Oriental & African Studies (SOAS) , University of London and a LL . M . (Master of Laws) in Banki ng Law & Financial Regulation from the Law Department of the London School of Economics & Political Science (LSE) .

Jim Hagemann Snabe

Jim Hagemann Snabe is Chairman Siemens AG (D) and Board member C3.ai (US). He is a member of the Board of Trustees at World Economic Forum (CH). He is the former co-CEO of SAP AG and former Chairman A. P. Moller Maersk (DK).

With 25 years of experience in the IT industry, Jim Hagemann Snabe is focused on leadership around innovation, digitisation and societal progress. As co-CEO of SAP Jim, together with Bill McDermott, was instrumental in driving the strategic development of SAP to double the value of the company and play a more responsible role in society. In 2013 he and co-CEO Bill McDermott were ranked #2 on Glassdoor.com’s listing of the top fifty highest rated CEOs, based on their 99 percent approval rating from employees.

In his capacity as a global business leader, Jim is involved in a number of activities focused on societal progress and the role of business in society. Snabe’s views on leadership is shaped by his commitment to solving societal issues and his trust in human potential.

Snabe received a master’s degree in operational research from the Aarhus School of Business in Denmark. In 2016 Jim was appointed Adjunct Professor at Copenhagen Business School based on his work around digital transformation and its impact on business and society. He lives with his family in Copenhagen, Denmark.
